4x6WebSized9439Joseph Gilliam was born in Seminole, Texas in 1978. He began his career in Law Enforcement with the Lubbock County Sheriff’s Office in 2001, working in the Detention Center as a Detention Officer. He served as a member of the Detention Response Team and Honor Guard Team during his tenure in the Detention Center. He attended the Lubbock County Sheriff’s Office Peace Officer Academy in 2003 where he received his Basic Peace Officer License. He was selected and transferred to the Courts Division in July of 2005. In January of 2006 he was selected and transferred into the Patrol Division of the Lubbock County Sheriff’s Office. He became a Field Training Officer and subsequently promoted through the ranks to the position of Lieutenant, overseeing Communications, Fleet Services, and the Patrol Division. He served as a member on the Sheriff’s Office Tactical Operations Unit from 2004 until he was promoted to Captain in December of 2012, overseeing Patrol, Civil, Animal Control, Environmental, Courts, Communications, and Fleet Services. In October 2014 he was assigned as Captain over Special Services, where he oversees the Criminal Investigation Division, SWAT Team, Bomb Squad, K-9 Unit, Narcotics and the Sheriff’s Academy. On October 31, 2022 Captain Gilliam was promoted to Assistant Chief Deputy.

Chief Gilliam graduated from Greenwood High School in Midland, Texas in 1996. He studied at Midland Junior College and Texas Tech University. He is married and has three children.
